Serious Contravention

For a contravention to be a serious contravention, the contravenor must knowingly contravene the provision, and this conduct must be part of a systematic pattern of conduct relating to one or more other persons. The contravener must know, or have at least some appreciation of, the fact their conduct was unlawful at the time it occurred.
