Can we direct employees to take leave during a power outage?

Q: Our worksite will have a planned power outage in the next couple of weeks for 1 day. We will therefore not be able to operate on our premises and cannot offer work from home as an option, as our server will also be down. Can we force our workers to take annual leave if they have enough balance?
