Can we pay penalties on the minimum rather than ordinary rate?

Q: We are proposing to pay a few dollars above the minimum hourly rate set out in the applicable modern award. In the award, Saturday and Sunday work is paid at a rate of 150% and 200% respectively. If we choose to make the ordinary rate higher than the minimum required, do we need to pay the weekend penalty rate at 150%–200% of the ordinary rate, or can we pay at 150%–200% of the minimum rate prescribed in the award?
