Can we refuse to grant unpaid personal leave?

Q: We have an employee who has exhausted all their personal/carer’s leave entitlements and has requested unpaid personal leave. We do not wish to grant this request as we have no way to cover the employee. Is there an actual entitlement to unpaid personal leave?
