Can we withdraw an offer of employment when the contract hasn’t been signed?

Q: We offered a job to a candidate from overseas. The candidate accepted the role, so we began liaising with our migration agent in relation to getting the appropriate visa for the candidate. We sent the contract and position description to the candidate. They did not respond to the communication, nor sign and return the contract. The migration agent has also not been able to obtain a response from the candidate. We have attempted numerous times to communicate with the candidate since, with no success, and the date of commencement is about to pass. Can we withdraw our offer? What wording can we add to our contracts for employment to be conditional on signing the contract within a certain time period?
