How much parental leave can the non-primary caregiver take?

Q: The wife of one of our employees will be soon giving birth. The wife will not be working after the birth of the child and she will have primary care of the child. How long can my employee (the non-birth parent) have off work given he will not have primary responsibility for the care of the child? I seem to remember in the past it was 8 weeks of concurrent leave. Is this still the case?
