What can we do if an employee provides insufficient notice upon resignation?

Q: A permanent full-time employee has resigned providing only 2 weeks’ notice. However, his employment contract stipulates that a 4-week notice period is required. This insufficient notice is leaving us short to meet our client commitments. Do we have any recourse? Can we withhold his employment termination payment?
